Indian regulator Trai is considering requiring the nation's mobile operators to implement per-second billing. At present, nearly all Indian operators bill on a per-minute basis.
 
US operator AT&T has reversed its ban on the use of VoIP apps such as Skype over its 3G network, ahead of regulator FCC's decision on whether to extend net neutrality principles to wireless networks. 
 
US network equipment supplier Equinix announced it would develop the first carrier-neutral Ethernet services exchange platform.
 
Taiwan-based Global Mobile announced it had complete its initial Wimax rollout, and expects to commence operation in early 2010.
