Webwire: India has 500 illegal networks; Apple offers iPad refunds in AU

An Indian parliamentary panel has taken the Department of Telecom to task, claiming that there are now around 500 illegal telecom networks operating in various parts of the country, and that the department has taken a cavalier attitude to the situation.
