Optus had been concerned that the government's intended changes would limit new fiber deployments to wholesale-only services, as well as the possibility of NBN Co offering volume discounts to Optus archrival Telstra.
But the amendment that would have allowed volume discounts failed to pass the Senate, and Optus convinced the government to drop another amendment that would allow NBN Co to have veto powers over regulator ACCC for decisions including on points of interconnect.
The government's main intention in sealing a deal with Optus is reportedly to remove a key competitor from the playing field whose presence could limit uptake of the NBN.
