Define the deliverables

For Teo, a practical step is to identify measurable deliverables. "Do some cloud seeding. Don't just sit there and hypothesize. Implement in small chunks and you will discover your challenge. For example, you'll face security issues very quickly. If the vendor claims to be able to accommodate all demands, do a reality check through small proofs of concept and demos. You'll find that the vendor cannot [deliver everything that's promised]."

NIE had decided some years back to convert its applications to web-based technologies. "The challenge for us was not so much the students but the researchers who constantly leverage new equipment and devices. We have a problem managing the proliferation of mobile devices. We have to govern that by somewhat controlling, negotiating and collaborating with the researchers and allowing them the freedom to innovate."
