The Australian state of Victoria is planning new legislation that will ban drivers from using satellite navigation apps via smartphones.

Under the proposed changes, drivers will be forbidden from even holding a phone, or resting it on their laps. Those caught doing so will face a A$234 fine and the loss of three demerit points.
The satellite navigation app developed by TomTom frequently tops the Australian iPhone app store's list of most-downloaded paid apps. Offerings from Navigon and Sygic also often make the list. These apps retail for between A$79.99 ($69.01) and A$99.99.
The Victorian Roads Authority, VicRoads, said using a phone while driving was one of the top three driving offenses in the state.
The new law will apply only in Victoria, not nationwide.
