Reuters reports Cubans are happy to have the new right to purchase computers and cellphones. One problem - they do not have the money to buy them. Most other developing countries allow competitors to offer inexpensive services that most people can afford.

Cubans, with their average salary of less than $20 a month, pay $200 to start their service and 39 to 50 cents per minute of use. Only 300 lines per week are currently being sold with a total of 330,000 cell lines in use for a population of 11 million.
