NBTC to divide 900-MHz auction into two phases

Thailand's NBTC has laid out the rules for next month's 900-MHz 4G auction, including a decision to divide the bidding time into two phases with a three-hour break in between.

The regulator will hold the first phase of the auction between 9AM and 9PM, followed by the break and then the second round at midnight to 6AM, the Bangkok Postreported.

With the move the regulator is attempting to avoid a repeat of this month's gruelling 33-hour 900-MHz auction.

Bidding for the two 10 MHz licenses will start at 13.5 billion baht ($378.1 million) and increase in 644 million baht increments. But if the price reached 16.1 billion baht, the increment will be reduced to 322 million baht.

But the NBTC ruled out a proposal to allow auction participants to rest in a hotel rather than their auction rooms in a bid to prevent any collusion. The regulator had already decided not to shorten the bidding rounds to 10 minutes from 20 minutes to speed up the process.

AIS, one of the two winners of the 1800-MHz auction, has meanwhile revealed plans to launch commercial 4G services by mid-December, the Bangkok Post separately reported.
