The New Zealand Commerce Commission is considering removing the constraints on Telecom NZ’s wholesale services.

The incumbent offers discount access to retail services such as its Homeline fixed-phone service for its wholesale customers to on-sell.

Telecom commissioner Ross Patterson said Telecom provides these services without being obliged to do so by specific commission decisions.

“There are also a significant number of Telecom’s resale products that have had minimal or no uptake by other telecommunications companies,” he said.

The commission believes that regulation should be relaxed in areas of intense competition, and should not impose unnecessary burdens, Patterson added.

Following the investigation, the commission might choose to remove the requirements altogether or to streamline the number of services covered.
