Egypt leads world ranking in number of penalties

CIES Football Observatory has ranked the national leagues by the number of penalty kicks awarded. The list includes 75 leagues from all over the world.

These rankings are based on statistics from January 1, 2020 to April 2023. It is reported that, on average, referees assign a penalty every 271 minutes (not including extra time).

Egypt tops the list with an average of 172 minutes for one penalty. Second place goes to Saudi Arabia, where a penalty kick is awarded every 178 minutes. The Russian league is in third place with 187 minutes.

Morocco (188 minutes for a penalty) and the UAE championship (193 minutes) are also in the top-5.
