Even while ARPUs are declining in Western Europe, individual mobile phone users are actually spending more, but on multiple connections, using multiple devices. Wireless Intelligence has found that the multiple device phenomenon has blurred 'real' ARPU, particularly as Western Europe has gone past the one-to-one population-to-connection ratio. Western Europe is now on the third phase of development where users have more than one connection per person, effectively affecting the interpretation of ARPU as this is reported based on total market connections and not on people.
